    Job Description:

    The Director, Public Safety / Chief of Police supervises and coordinates the activities of public safety/college police personnel on an assigned shift including scheduling work, evaluating performance, interpreting regulations and directives, investigating incidents, maintaining records, and preparing related reports.  This position performs a variety of duties in the carrying out of law enforcement, security, and safety operations involved with the protection of life and property, prevention of crime, and rendering of services.  Reports to the Vice President, Administrative Services and General Counsel.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Supervises and performs law enforcement duties involving applying law during pursuit, apprehension, investigation, and/or arrest of law violators or suspected law violators.
    • Responsible for keeping the Vice President informed of all incidents occurring on College premises more significant than those of a routine nature.
    • Oversees the Public Safety/Police Department to ensure that College policies and all local, state and federal laws are appropriately enforced while respecting the Constitutional rights of the accused.
    • Oversees College criminal investigations.
    • Develops and oversees the departmental budget in consultation with the Vice President.
    • Oversees and coordinates scheduling for police officers, dispatchers, and public safety officers, including all overtime events.
    • Develops, organizes, and directs the implementation of district traffic safety, and pedestrian safety programs and protective services.
    • Coordinates district Public Safety/Police Department activities and programs with those of other college departments and law enforcement agencies. 
    • Monitors weather and disaster situations and provides information and recommendations to the Vice President of Administrative Services and General Counsel who will work with the President of the College to determine appropriate actions, such as cancellation of classes, closure of the College, etc.
    • Serves as the primary College official to maintain the College’s emergency mass notification system, and to timely initiate emergency communication when necessary in consultation with the Vice President of Administrative Services and General Counsel.
    • Maintains communication with the Emergency Operations Centers in the College’s service area to obtain information and foster cooperation in times of emergency.
    • Serves as a liaison with other local law enforcement agencies to secure cooperation with, and assistance to, the Pensacola State College Public Safety/Police Department as needed to protect the College. Initiates the execution of mutual aid agreements with other agencies as needed to secure inter-agency cooperation.
    • Arranges an annual review of College facilities by the SWAT team or other appropriate department of local law enforcement agencies to facilitate rapid responses in times of emergency.
    • Responsible for tracking and reporting crime statistics as required by the Clery Act.  Assists with the preparation of the Annual Security Report required by the Clery Act. Maintains and reports crime statistics for the Uniform Crime Report / NIBRS, FDLE and Department of Education.
    • Maintains certification as the agency LASO (Local Agency Security Officer) for FDLE Criminal Justice Information Services.
    • Maintains access and oversight of Axon body camera footage, and implements procedures for officer use of body cameras.
    • Represents the department as agency head for purposes of maintaining access to state and federal databases such as SmartCop, Linx, DAVID, TRACS, ATMS.
    • Works with the Director of Student Conduct and other College administrators on student conduct matters to jointly address incidents which involve a violation of law and college policies.
    • Responsible for ensuring that the Public Safety/Police Department complies with all regulations of the Florida Department of Law Enforcement, including, but not limited to, those related to security of data, protocols for accessing criminal records, and network security.
    • Responsible for ensuring that adequate patrols are made of College campuses and centers to ensure the security of all premises.
    • Ensures that officers work with College administrators to give lawful trespass warnings to those persons who need to be removed from campus as appropriate.
    • Responsible for the evaluation of Public Safety/Police Department personnel.  Coordinates with Human Resources Department to fill vacancies for the Public Safety/Police Department. 
    • Assists the Director of Human Resources with the review and interpretation of criminal background checks properly obtained through the employment process.
    • Responsible for overseeing the fingerprinting of applicants for employment at the College and for maintaining the Live Scan equipment used for that purpose. Also provides training for individuals on the proper use and techniques of obtaining fingerprints.
    • Responsible for developing, administering, and tracking participation in regular training programs as appropriate to improve and maintain the skills of law enforcement officers and public safety officers, including mandatory law enforcement training required for FDLE certification.
    • Responsible for the proactive preparation and presentation of seminars and programs designed to improve safety awareness and, educate students and employees on Rape Aggression Defense, increase awareness of appropriate responses to sexual misconduct, violence on campus and other similar safety issues.  These activities may be performed by other College police officers, but the Chief is responsible for assuring that these programs occur regularly. Also provides lectures when invited on public safety and security functions and programs to college classes and staff. 
    • Responsible for periodic safety inspections of all district buildings and facilities.  Oversees the process of regularly reporting facility safety and repair issues to the appropriate maintenance or facility management department for resolution.  
    • Annually reviews and provides update to the College’s Continuity of Operations Plan (COOP) reported to the Florida Division of Colleges.
    • Serves as a member of the College’s Safety, Health and Risk Management (SHRM) Committee.
    • Formulates and approves procedures, rules, and regulations covering the department’s activities.
    • Develops standard operating procedures consistent with accepted best practices in law enforcement to regulate the conduct of police officers and other employees in the department. 
    • Organizes and staffs the department in such a manner to insure that all duties and functions are efficiently and economically performed. 
    • Coordinates college civil defense preparedness. 
    • Responsible for knowing and conforming to all safety practices and regulations that apply to this specific area and position.  Unsafe conditions should be reported to the immediate supervisor and to the Pensacola State College Public Safety/Police Department.
    • Performs other duties as assigned.

    MINIMUM QUALIFICATIONS:  Graduation from an accredited institution with a bachelor’s degree in Criminal Justice, Criminology, Law Enforcement or related field, and five years supervisory work experience in the field of law enforcement as a state-accredited sworn law enforcement officer are required.  Must be a currently certified Law Enforcement Officer under standards promulgated by the Florida Criminal Justice Standards and Training Commission, or be currently certified under standards promulgated by another state and become accredited in Florida within twelve (12) months of hiring.  Successful results of a criminal background check are required.

    ANNUAL SALARY RANGE:  $63,000-$80,000
