Role Overview:

This position is responsible for directing the activities of the Materials & Tests Quality Assurance group, as well as coordinating, analyzing, and suggesting improvements to the statewide Qualified Acceptance Personnel and Independent Assurance program. This position ensures the statewide uniformity and quality of this program to ensure the department remains in compliance with State and Federal laws and regulations related to Quality Assurance activities. This position is responsible for envisioning, developing and providing innovative improvement strategies, situational problem solutions, and organizational process alternatives, through the application of advanced analytical techniques to identified solutions. Reports and is accountable to the State Lab Manager.

Salary :

This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Analyzes processes, methods, procedures, and data for advancement of practices and operational performance enhancement
  • Provides detailed summaries and reports on the activities of the statewide Independent Assurance program
  • Presides over methodic non-routine examinations of statewide Independent Assurance activities through unannounced site visits, internal audits, and paperwork reviews
  • Recommend and implement new policies and procedures related to the Quality Assurance Department and the Statewide Independent Assurance Program
  • Ensures that the Accreditation of the Materials & Tests labs are maintained by coordinating with AASHTO Re:source and CCRL, presiding over all Materials & Tests technician qualification activities, managing the equipment calibration and verification program, and coordinating sample exchange programs
  • Reviews annually changes in test methods, summarizes and provides training on changes, and maintain test method checklists
  • Investigates new/existing test methods and procedures for practical and feasible implementation into Department usage by coordinating with the State Lab Manager and State Materials Engineer
  • Interfaces closely with the other sections within the division to assure accurate and efficient alignment of activities are maintained
  • Develops and maintains a training program for Independent Assurance and OMM laboratory employees to ensure statewide uniformity of technical and job knowledge
  • Directs the inspection and audit of all Department laboratories and HMA Consultant laboratories, and follows up on corrective actions and ensures compliance of these labs
  • Attends HMA, Aggregate, and Concrete audits and plant inspections and provide corrective actions as needed

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either

  • Preferred (2) years full-time professional work experience in materials testing with emphasis in Quality Assurance or laboratory management.
  • Broad knowledge of test methods, laboratory operations, mathematics, and materials science
  • Broad knowledge of highway construction materials
  • Ability to communicate and coordinate technical needs with Management, Engineers, and District Testing staff
  • Ability to understand and comprehend both written and verbal instructions dealing with technical and abstract theories
  • Ability to determine proper research methods to use, collect appropriate data and draw conclusions
  • Extensive knowledge of the agency mission and administrative policies
  • Excellent oral and written communication skills
  • Excellent problem-solving and analytical skills
  • Ability to research and document findings
  • Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division statewide
  • Ability to effectively prioritize a variety of projects/functions
  • Ability to establish and maintain effective working relationships with all levels of management
  • Ability to work independently
  • Ability to organize thoughts and ideas in a logical manner
  • Ability to plan and organize the work of other employees

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
