Job Description

WHAT WE OFFER

The County of Ventura offers an attractive compensation and benefits package that includes:

  • A General Salary Increase of 3.5% effective December 22, 2024.
  • Merit Increases: New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase. 
  • Educational Incentive:  An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree.
  • Bilingual Incentive:  Based on agency need, proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II) or $1.32 per hour (Level III). 
  • Flexible Workweek/Telework Schedule:  We support a work/life balance by offering compressed work (e.g., 9/80 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
  • Vacation Accrual:  New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked. 
  • Annual Leave Redemption:  After 14,560 hours of continuous County service an employee may elect to "cash-in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months. 
  • Sick Leave: Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods. 
  • Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions. 
  • Health Plans:  Full-time employees are given a flexible credit allowance of up to $23,530 annually to offset the purchase of medical, dental and/or vision insurance for you and your dependents.
    • Employee only: $502 per biweekly pay period
    • Employee plus one dependent: $730 per biweekly pay period 
    • Employee plus family: $905 per biweekly pay period
  • Flexible Spending Accounts:  Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
  • Pension Plan:  Participation in the County's defined pension plan, which has reciprocity with CalPERS.
  • Holidays: 12 paid days per year which includes a scheduled floating holiday.
  • Additional Benefits:  Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.
The PUBLIC WORKS AGENCY, Water and Sanitation Department  is responsible for providing high-quality water supply to meet the community’s needs in the Ventura County Waterworks District; and collects, treats and disposes of wastewater safely and efficiently. Its Integrated Waste Management Division plays an important role in our environment, reducing solid waste, preventing pollution, and promoting the sustainable management of waste materials primarily in unincorporated communities.  

THE POSITION
Under general (I) supervision or direction (II), researches, analyzes and interprets information and data necessary to meet solid waste management objectives; prepares written reports; makes oral presentations; coordinates and/or negotiates with others on programs; provides information to the general public; provides a variety of supported program and project recommendations for management consideration; interacts with the County's Board of Supervisors and their staff; maintains awareness of state solid waste and household hazardous waste rules and regulations; and performs related duties as required.

THE SUCCESSFUL CANDIDATE
The successful candidate not only possesses the minimum requirements of the position but also possess some experience coordinating and managing events related to solid waste management; and has strong interpersonal skills with experience working with a variety of local, state and federal representatives and the general public. Additionally, the successful candidate has a proven ability to identify issues, analyze information and resolve problems; and has strong communication skills, both written and verbal.

DISTINGUISHING CHARACTERISTICS
Environmental Resource Analyst I (ERA I) is the entry-level classification in the job series and performs routine assignments that become increasingly complex over time. Environmental Resource Analyst II (ERA II) may act as project team leaders and program coordinators. Each succeeding step in the job series is expected to function at a higher level of individual initiative, creativity, self-direction and independent judgment.

APPROXIMATE SALARIES
Environmental Resource Analyst I: $2,688.83 - $3,754.19/biweekly
Environmental Resource Analyst II: $2,937.57 - $4,122.44/biweekly Duties include, but are not limited to the following:
  • Coordinates neighborhood clean-up events/programs to collect materials such as Hazardous Household Waste (HHW), Construction and Demolition Debris (C&D) and Electronic Waste (e-waste) within two (2) Community Service Districts, some of which may be controversial or politically sensitive; and performs site visits as needed.
  • Responds and provides information to County employees, representatives from other agencies and the public regarding the Integrated Waste Management Division’s (IWMD) plans, programs, projects, applicable ordinances, policies and procedures; and assists with the public counter.
  • Reviews a variety of reports and applications including hauler tonnage, zoning clearances, Conditional Use Permits (CUP) and C&D applications using specific technology systems/programs; and provides guidance to assure completion/accuracy of reports/applications.
  • Creates printed/graphic/electronic materials such as flyers, brochures, newsletters, visual displays, signs and newspaper ads, and coordinates the reproduction and distribution of materials; maintains related information on PWA social media and public postings webpages.
  • Researches, compiles and interprets information and data; prepares a variety of technical reports and makes policy recommendations for IWMD resource programs and projects.
  • Attends meetings and/or performs job functions in the department’s East County office.
  • Performs other related duties as required.
Environmental Resource Analyst I and II are represented by the Service Employees International Union (SEIU) and not eligible for overtime compensation. These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.



EDUCATION, TRAINING and EXPERIENCE
Any combination of education and experience that has led to the required knowledge, skills and abilities. This can be obtained by completion of a Bachelor’s degree in environmental science, public administration, engineering or a related field; AND at least one (1) year (ERA I) OR two (2) years (ERA II) of experience in solid waste management. Solid waste management includes: planning and/or operations associated with the reduction, handling, processing or disposal of solid or household hazardous waste.



A Master’s degree in environmental science, public administration, engineering or a related field may be substituted for one (1) year of the required experience.



NECESSARY SPECIAL REQUIREMENTS
  • Must possess and maintain a valid California driver's license; and
  • Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
SUPPLEMENTAL INFORMATION
Work is performed primarily in an office environment with occasional visits to waste handling, processing and disposal locations; and incumbents may work events on an occasional Saturday in lieu of a regular scheduled workday.
KNOWLEDGE, SKILLS and ABILITIES
Some (I) to working (II) knowledge of: principles, practices & techniques of solid waste management: waste reduction, handling, processing, diversion and disposal; resource recovery and source reduction programs; federal, state, and local laws, regulations and policies relating to solid waste management; research methods and policy analysis; and intergovernmental and interagency relationships.

Some knowledge of (II): principles of solid waste management protection programs including the California Environmental Quality Act (CEQA) with respect to conditioning land-use reviews for optimal solid waste management, Covered Electronic Waste (CEW) recycling program, California Environmental Protection Agency (CalEPA) and the Department of Toxic Substances Control (DTSC) Hazardous Household Waste (HHW).

Some (I) to working (II) ability to: analyze a variety of organizational and administrative problems; make sound policy, procedural and programmatic recommendations; collect, compile, analyze and interpret data; read and analyze new and existing laws and regulations, program guidelines and policies; work independently and in a team environment; identify state or federal grant opportunities, and submit applications for such; communicate clearly and concisely both orally and in writing; make effective public presentations; maintain effective working relationships with the Board of Supervisors and their staff, Elected Officials, County employees, representatives from other agencies and the general public; effectively use provided technology and software programs such as Customer Relations Manager software, solid waste tonnage and tracking software and Microsoft Office applications; and function as a project leader or program coordinator (II).

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
