Job Description
Hennepin Health is seeking a Compliance & Government Relations Officer to lead and organize the compliance, privacy, integrity, government relations, vendor contracting and policy activities of the county-owned Managed Care Organization (MCO).
Location and hours:
This position is hybrid and may be performed on-site at the Human Services Building located at 525 Portland Avenue, Minneapolis, Minnesota 55415, and remote as job duties require. Work hours will generally be Monday through Friday, between the hours of 8 a.m. – 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This position is internally classified as a Senior Department Administrator.

In this position, you will:
- Direct the government relations team to communicate with regulatory agencies, negotiate contracts with the Minnesota Department of Human Services (DHS), assist in responding to DHS procurements, and support implementation of new or modified regulatory and contract requirements.
- Supervise and direct a team of compliance, privacy, special investigations unit, government relations, vendor contracting, appeals and grievances, and policy professionals.
- Develop and direct the execution of a comprehensive compliance and privacy plan, including oversight and auditing programs.
- Direct and oversee audits of key delegated vendors and oversee and coordinate audits conducted by regulatory agencies.
- Perform compliance risk assessments and conduct related ongoing compliance training, monitoring and remediation activities in coordination with Hennepin Health's other operational assessment functions.
- Chair the quarterly Hennepin Health Compliance Committee, comprised of executive leadership, and report compliance activities quarterly to the Hennepin County Board of Commissioners.
- Participate in strategic planning and countywide compliance and privacy committees.
- Lead Code of Conduct investigations.
- Maintain current knowledge of applicable federal and state privacy laws and accreditation standards and monitor advancements in information privacy technologies to ensure organizational adaptation and compliance.
- Review federal and state statutes and provide guidance on compliance, privacy, and program integrity related issues.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
- Bachelor's degree or higher in business administration or other field appropriate to the position and six years or more of program administration experience in government or an organization closely related to government preferred.
- 10 years or more of program administration experience in government or an organization closely related to government preferred.
Nice to have:
- Five or more years of experience in a health plan setting including experience with government programs (Medicare and Medicaid).
- Expertise in statutes, regulations and contract requirements related to the operation of a managed care organization in Minnesota, including but not limited to HIPAA, the Minnesota Health Records Act, the Minnesota Government Data Practices Act and the responsibilities of a compliance and privacy officer.
- Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, differing ability equity.
- Ability to:
- Maintain strong relationships and reporting structures with senior appointed and elected officials and other health care industry leaders.
- Manage and enhance a comprehensive compliance program, including auditing, analyzing, monitoring, reporting, and training activities.
- Provide oversight and work direction to a team that serves as primary Hennepin Health contact with federal and state regulators and oversees the implementation of new and modified regulatory and contractual requirements.
- Drive performance of a robust integrity program designed to combat fraud, waste and abuse.
- Analyze public policy proposals and potential impacts on Hennepin Health and effectively advocate for Hennepin Health policy positions.
- Manage work of a vendor contracting team in a highly matrixed environment.
- Identify issues requiring legal counsel and work with the Hennepin County Attorney's Office to obtain support.
