Job Description and Duties

Under the direction of the Southern California Director of Communications, and in consultation with the Southern California deputy regional director, the Content Manager is responsible for the coordination and development of the digital content and engagement tools for the California High-Speed Rail Authority’s (Authority) regional office. The incumbent is responsible for coordinating with the statewide social media manager to create a cohesive voice for the Authority while focusing on the Southern California region. The incumbent is also responsible for the planning and implementation of social media campaigns designed to promote the high-speed rail program on the Authority’s social media and other digital platforms. The incumbent will produce newsletter content and social media content consistent with these goals. The incumbent will attend outreach events to deliver news and information about the project.

Working Conditions

Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on-site, the incumbent works in a professional office environment, in a climate-controlled area that may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.

Special Requirements

A Statement of Qualifications (SOQ) is required for this position. An SOQ is a narrative that describes your qualifications for this position. The SOQ must be no more than two (2) pages, in 12-point font, organized and numbered as reflected below. You must respond to all the following items. Resumes, cover letters, and other materials will not be considered in the place of the SOQ.

1. Please describe your experience producing videos and photos for a professional project. How did you plan what to shoot, how did you edit your shoot, and how did you publish the results?

2. Please describe a time you integrated social media into your communication strategy and give an example of a social media campaign you developed. What was the objective and how did you measure its success?

3. Please share your experience with writing collateral on multiple channels, including but not limited to, social media content and newsletters. What software and applications do you utilize to perform the scope of your work? How do you ensure transparency, accuracy, clarity, and consistency in your writing?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• General knowledge of and experience utilizing communication theory.

• Extensive experience and knowledge of social media and email marketing outreach.

• Professional experience posting on social media.

• Experience using social media schedulers and collecting and analyzing metrics.

• Experience with Microsoft Office, Adobe Creative Suite, and Canva.

• Experience with photo composition, collecting video, and producing social media content.

• Experience working collaboratively in a team setting.

• Ability to analyze issues for their newsworthiness and potential impact on the Authority.

• Ability to identify and resolve complex and sensitive social media issues.

• Knowledge of principles of transparency in state government.

• Ability to be flexible and adaptable to changing priorities in a fast-paced environment.

• Ability to work collaboratively in a team setting.

• Exceptional written and oral communication skills.
