Advocate Supervisor Job Description
Classification: Exempt
Reports to: Program Director (PD) and Executive Director (ED)

QUALIFICATIONS:
- Degree in human service-related field or equivalent (Master’s Degree preferred)
- Prior volunteer experience required
- Prior experience in the provision of case management or advocacy service with children required
PREFERRED SKILLS:
- Prior experience with the supervision or coordination of volunteers preferred
- Experience in public speaking; data management; outstanding written and verbal communication skills
- Experience working with different types of personalities and professionals, including individuals of different racial/economic/cultural backgrounds, and the ability to coach and empower individuals
- Proven leadership ability
- Excellent attention to detail and highly organized
- Persistent and diplomatic in encouraging volunteer motivation and case advocacy
- Self-starter with minimal guidance required
- Able to work collaboratively in a team environment
- Knowledge and understanding of issues and dynamics within families relating to child abuse and neglect, including, but not limited to: poverty, homelessness, drug abuse and addiction, domestic violence, mental health disorders, sexual abuse and systemic oppression
- Knowledge of the Texas child welfare system and the laws and policies that govern it.
- Understanding of the issues facing children in care, including but not limited to: Residential Treatment Centers (RTC’s), foster homes, psychotropic medication, and ‘Aging Out.’ Knowledge of child and adolescent development.
SUMMARY OF RESPONSIBILITY:
The Advocate Supervisor’s main responsibility is to monitor and address volunteers’ growth in skills and advocacy on their cases, ensuring that children assigned to the CASA program receive appropriate advocacy services. This will be accomplished by coordinating the delivery of direct advocacy services to assigned foster children through the management of volunteer advocates. The Advocate Supervisor will coach each assigned Advocate in the provision of their duties ensuring adherence to the Volunteer Advocate job description and core duties. For staff assigned to supervision as a full-time function, staff will not supervise more than 30 active volunteers or a maximum of 45 cases. The Advocate Supervisor is also responsible for providing support to the CASA program by assisting with training, recruiting, and fundraising events.
ESSENTIAL FUNCTIONS
SUPERVISION/COACHING/CASE MANAGEMENT:
- Ensure adequate case coverage during absence of volunteer or during process of case reassignment. Supervisor may need to perform duties temporarily when volunteer advocate is unable to do so.
- Provide coordination, supervision and support of volunteers throughout the course of each case, including: family and child contacts, professional contracts, support services, linkage to community resources.
- Remain available to assigned volunteers for individual supervision on an “as needed” basis with a minimum of one supervisory contact every week for new volunteers ( all volunteers under 18 months) and one formal supervisory contact every month for experienced volunteers to assure their cases are progressing appropriately.
- Attend all required court hearings and other case related meetings (CPS, RTC, mediation, etc.) to support volunteers. A volunteer should never attend these alone. In the event that the volunteer is unable to attend, attend all meetings in their place and provide representation of the GAL role.
- Maintain up-to-date case and volunteer personnel records/files in Optima database.
- Assist volunteers to develop case plans and evaluate their performance on their case.
- Provide, assist or follow-up with the volunteers as required, no less than 10 hours per week on direct victims services. Direct victims services include but are not limited to, Crime Victims Compensation (CVC) referral forms, Victims Referrals and Information available resources and Texas Statewide Automated Victim Notifications Service (SAVNS) to provide victims of crime and concerned citizen information on offender custody status, court events and cases. Direct services can also include follow up, advocacy, crisis intervention and transportation. Provide and assist the volunteers in filling out the documentation for these services if requested. Advocate Supervisor is to continue providing and/or assisting throughout the process ensuring consistency and accuracy of directions given to the victim clients.
- Maintain schedule of all court dates, and review, file, and deliver accurate reports in a timely manner to the court and to other parties on the case.
- File court reports in accordance with the Cooperative Working Agreement with Texas Department of Family and Protective Services, and distribute to appropriate individuals.
- Provide notifications of meetings and court hearings to the volunteer advocate.
- Set up and maintain up-to-date case files as needed, including progress notes, reports, motions, and correspondence.
- Input all case information into Optima database to ensure accurate funding and statistical reporting.
- Complete all child activity logs, notification of victim’s compensation benefits, and other case related documentation on a timely basis.
- Promote and maintain congenial relationships with other professionals.
- Collect and verify volunteers’ monthly contact/time/mileage logs.
- Participate in monthly CASA continuing education activities as needed.
- Conduct an informal evaluation following each volunteer’s first court hearing.
- Conduct a case activity and performance evaluation of the volunteer after the close of each case.
- Maintain knowledge of child placement options, levels of care, and DFPS policies and procedures.
ADDITIONAL DUTIES - PROGRAM SUPPORT:
Perform duties and complete special projects as assigned by the Executive Director including, but not limited to:
- Attend 30 hours of pre-service Volunteer Training upon hire
- Provide office coverage as assigned by Executive Director
- Prepare information for the CASA program newsletter as requested
- Assist in presentations about the CASA program to recruit volunteers and increase community awareness
- Serve as liaison to community agencies and at the Executive Director’s request participate in public speaking for CASA of Bell & Coryell Counties
- Assist in maintaining and compiling data in Optima database regarding children and volunteers for quarterly and annual reports
- Participate in weekly program staff meetings
- Participate in program evaluation as requested by Executive Director
- Attend, facilitate and present at certain sessions of pre-service training, or volunteer advocate training at the request of the Executive Director
- Maintain knowledge of current significant theory, literature, and resources
- Synthesize and transmit current knowledge to volunteers
- Take 12 hours of continuing education classes annually. Pursue professional development opportunities and case management skills. Attend current training as funding permits.
- Participate in Network and DFPS training when relevant to volunteer case management
- Attend national, regional, and state conferences and meetings when appropriate
- Participate in special events as needed
- Following CASA team philosophy, carry out and assist with other tasks in addition to the duties listed in this job description.
- Sign CASA Program, Inc.’s Conflict of Interest policy annually
- Affiliate with other local and state organizations where appropriate
